North East festival at Delhi

‘NE needs talents like Mary Kom, Bhupen to dispel ignorance’

NEW DELHI, Nov 08: The Northeast needs to produce more talents like champion boxer Mary Kom, late musician Bhupen Hazarika and ace footballer Baichung Bhutia to dispel the ignorance of people about the region and command respect, Union Minister of State for Home Affairs Kiren Rijiju  yesterday said.

Addressing the inaugural function of the North East Festival here, the Minister of State for Home Rijiju said ignorance about Northeast is often encountered by many people from the region and so everyone must try to ensure that their work speaks for themselves.

"The fact is India is a highly-populated country and not a highly-literate country. It is something very normal that 70 per cent of the people do not know where the Northeast is. They will know slowly if we produce more Mary Koms, Bhupen Hazarikas or Baichung Bhutias," he said.

"You have to get respect out of your work, your performance, your quality like sports icon Mary Kom who has won honour for the country and in the process got recognition for the region. If today I need to tell people where I come from, it is better that my work speaks," he said.  In the wake of alleged racial attacks on the people from Northeast, Rijiju said the need of the hour for the region is to sort out its own problems.

"If we tell that Northeastern people are being discriminated outside the region, we have the right to protest. But at the same time we have a bounded obligation. Is it not a fact that in Northeast people are also killing each other?

"Is there no inter-community conflict in Northeast? There are so many bandhs, strikes. So, there is no point telling that the bad image of the Northeast is being displayed. There is definitely something going on in the region but at the same time we have a huge potential but it means nothing unless we showcase it," he said.

Talking about the natural resources and cultural diversity of the region, the Minister highlighted the need to shun the self-deception that the Northeastern portray about the regional unity in the Capital.

"We in Delhi talk about unity of Northeastern region, we must send a message back home. We must be disciplined and promote unity of the Northeast. It is time to be bold and not just portray good things and pretend that nothing bad exists," he added.

The festival themed 'Insurgence to Resurgence' aims to attract investment and tourism promotion in the region.  PTI

Our Correspondent adds: The 2nd edition of the North East Festival being organized from Nov 7 to 10 at IGNCA, Janpath, New Delhi is a sincere attempt to showcase and create awareness about India’s North East and to promote investment and tourism. It is being organized by the socio-cultural trust Trend MMS in association with North East Community of Delhi, Ministry of Home Affairs, Govt. of India, Ministry of DoNER, Govt. of India and IGNCA.

Speaking at the inauguration function, Minister of State (Independent Charge) for Development of North Eastern Region General (Retired) V.K. Singh said the Northeast is the most beautiful place in the country and its future depended on how people from the region choose to tackle their problems and resolve it in Delhi.

Earlier, dignitaries including Ministers Dr. V K Singh, Rijiju along with MC Mary Kom, Brand Ambassador of the North East Festival, inaugurated the four-day extravaganza.

In the inaugural session, medal winning athletes from the North East who brought glory for the country in the recent CWG and Asian Games, including Mary Kom, Sarita Devi, L. Devendro Singh, Dipa Karmakar were felicitated under NEC Chairman’s Sports Awards for Excellence in International & National Sports meets.

Adding colour to the proceedings, artistes from various states of North East India along with Sangeet Natak Akademi presented a range of ethnic dances from the region.

During the morning session, a discussion was held on ‘Alienation feeling in the North East & Implementation of Bezbaruah Committee Recommendation’ with the help of North East Community of Delhi.

Around 30 bands will perform during the four days of the festival.

Arunachal a repository of rare medicinal plants: Pul

Correspondent

ITANAGAR, Nov 08: The Himalayan state of Arunachal Pradesh with over 80 per cent forest cover of its total 83,743 sq km is a repository of more than 500 identified rare and endangered medicinal plants, said, Health & Family Welfare Minister Kalikho Pul.

Addressing the participants of 6th World Ayurveda Congress at New Delhi today, Pul said that state’s vast natural resources which could benefit the entire humanity could not be tapped because of allocation on national cost norms and guidelines in place of need-based.

Pul blamed the central policy while lauding its initiative for prioritizing centuries old system of Ayurveda and expansion by setting up of colleges and hospitals.  When 2 billion people globally including 37.02 percent of 120 crore Indians live below the poverty line and cannot afford health care while thousands die daily, WHO data paints a dismal scenario that 65 percent don’t have access to health care and 23 percent have no money that has resulted in high morbidity and mortality in India, Pul said.

When India boasts of best pharmaceutical industries including 74 plants having USFDA approval, second to the  USA, and boasts of producing 20 percent of total world drugs to export drugs worth Rs. 45,000 to 50,000 crore annually, there was no reason why Indians should die for inability to pay for medicines, Pul wondered.

Pul highlighted the newspersons on the astronomical rise in cost of health care service, particularly the cost of one strip of branded medicines, like Voberan Novartis Rs 31.73 against low cost generic medicine like Diclofenac sodium tablet Rs 1.24 and Plavis (Sonafi) Rs 1615.68 against low cost of Clopidogrel tab Rs 8.54. This has been enriching the doctors-traders-manufacturers conglomeration at the cost of poor men, he reasoned.

His proposal to the central government to provide fund for a through survey, setting up of testing laboratory, manufacturing units and conduct research in the state to make use of the medicinal herb resources as well as invitation to the NRI manufacturers and researchers evoked a flood of offers and queries later.

It is high time to realize the gospel truth and popularize Ayurveda system along with propagation of Vipasasan centre for Pranayam and yoga for freeing the entire human system from stress and other chronicle ailments like blood pressure and heart problems. The doctors belonging to a noble profession have to rise above commercialism to serve the humanity, he added.

Staff Reporter

MECHUKHA, Nov 08: Various cultural programmes showcasing the culture and tradition of communities like Memba, Adi (Pai-Libo, Ramo, Bokar) and Tagin were the  centre of attraction on the second day of the second edition of Adventure @ Mechukha festival.

Though there was poor number of participant in the scheduled adventure events of the festival, the cultural extravaganza and film screening drew huge crowds particularly the visitors from outside on the second day. Local artists performing both folk and contemporary songs and dances drew in a larger crowd turning the evening into a colourful night.

However, partakers from both native and outside adventure seekers did not turn up to the expectation on the second day of the mega event.

Categorically, the numbers of entries on various events all throughout the day were power propelled gliders - 2, para gliding-5, air rifle-15, trap shooting-19 and archery-10.

Trap shooting and archery drew considerable entries, while many abstained from power propelled gliders due to height phobia although they had earlier enrolled for the event.

Ascending a summit at Mechukha

Adventure @ Mechukha

[ Amar Sangno ]

Rib-splitting coldness of Mechukha valley forced us (media team) to get up from our respective tents on the second day of the second edition of Adventure @ Mechukha at an odd early hour today. The tents were provided by Arunachal Adventure Association at Yornyi village, one kilometer off the festival ground. We grabbed our cameras, few water bottles and set out for trekking to the hills of Mechukha.

We were dropped half-way by our bus at banks of Yargep-chu River just few meters away from the festival ground around 6.30 am, when the milky fog was still clinging on the exotic valley making everything out of sight. The 13-member media team including driver Deepak Sahoo was led by team leader Sanjay Mosing, Sub-Editor Echo of Arunachal, who is a local from here.

Even before setting out for the thrilling expedition, crossing the poorly maintained suspension bridge over Yargep-chu River which connects Mechukha town to Menchukha village was a litmus test for Yuvraj Mehta of NE TV Focus as his heart almost wrung out. The dilapidated suspension bridge compounded by rusty rope wire and weak wooden plates was swinging violently during the crossing. Many managed to cross but Yuvraj and his cameraman were stuck in the middle, at least for ten minutes.

We started trekking from Menchukha village around 7am. The town is named after the village.

Menchukha is comprised of three separate words, ‘Men’ meaning medicine, ‘Chu’-Water and ‘Kha’- Snow in Memba dialect. It is believed that the village is located in the medicinal snow water, where sick people can be treated.

The odd thing about us was that we were untrained and poorly equipped, except for few bottles of drinking water and some Khabje (locally made namkeen).

Singing and shouting in order to draw more strength and enthusiasm, we climbed up with noses on our knees and tongues out. We managed to reach at our first stop point which is around 1000 feets above sea level after a half hour climb, many were already out of their breath.

The moment we reached our second stop point, around 1500 feet above sea level at around 8:00 am (probably a take-off point for Para-Gliding enthusiasts), some of the team members stopped looking at their baggage. They could no longer push on their bodies. For some members, it was the final summit, but we still had thousands of foots to climb. At every hundred meter, we took frequent breaks in order to regain our strength and at the same time every small summit was marked by wild jubilation, whistling and cheering.

The stop point at 2000 ft was deceptive enough to create illusions among the members. Every member who managed to crawl up to the deceptive summit, cried out in jubilation as if no man had ever gone farther than him. Subsequently it killed our spirit, the moment we realised it was a ‘false summit’ and that we have to climb another 600 ft to reach Mechukha’s top summit.

We pushed beyond to the limits, part of us were screaming to give it up while part of us were firm and urged us never to drop from the fight. The eldest member Mukul Pathak of DY365 was out of the fight, he tossed his bags to this writer in the middle of the climb.

Why we called it a “deceptive stoppage’ because from there we could see smoke billowing from the festival ground’s kitchen, by that time the organizer would have been probably serving us our breakfast. It made us hungrier. Ah..! We missed our breakfast. The vast enchanting Mechukha valley was apparently beckoning our exhausted team and its meandering Yargep-Chu River was seemingly seducing us.

After the false summit, many collapsed due to exhaustion. Our legs and bodies were no longer supporting us.

For Anu Songtheng of All India Radio Itanagar, the only lady in the trekking team, the trekking itself was daunting, as she envied Tine Mena, the first lady Everester of Arunachal. Debananda S Medak of The Arunachal Pioneer was our Tenzing Norgay. He reached the final summit around 8:31 am, and the team leader Sanjay Mosing failed short to become Edmund Hillary as he was able to reach the top around 8:43 am only, while Tage Tajum of ATV finished third.

To make the memory alive, we had a photo-shoot on the top of ridge. Every member shared the joy and success.

We trekked down the 1.2 kms mountain ridge where the words ‘MENCHUKHA” has been inscribed with bold fonts on the mountain, waving wildly and acknowledging our triumphant trek towards unreciprocated Mechukha town. We reached the Bailey bridge, which connects Mechukha town to Dorjeeling village, where the bus was waiting for us. As we boarded the bus, I looked back again to the vast mountain ridge, a thought passed through my mind, “no matter how tough your destination is, just take one step ahead, destination will be yours!”

Fighter flying, experiences beyond normal life

Flights of fantasy

[ Mohonto Panging ]

Have you experienced Time Contraction, Time Expansion and your life span flashing in split seconds in your eyes…? Have you always seen good dreams…? Do you know that dreams last for three seconds only? Being fully conscious and with your eyes wide open, have you experienced complete Black Out ? Have you travelled faster than your own voice? Fighter Pilots experience all these and much more!!!

The weights of all bodies are due to earth’s gravity and these conditions are termed as 1 ‘g’ condition. Due to the high manoeuvrability of fighter aircraft, pilots and the aircraft are routinely subjected to higher ‘g’ forces due to centripetal-centrifugal forces. To take an example, if one’s normal weight is 60 kg, at 2 ‘g’ the weight is doubled to 120 kg. Similarly at 3 ‘g’ the weight is tripled to 180 kg. Present day fighter aircraft routinely manoeuvre at 5 to 6 ‘g’ and frequently touches 8 to 9 ‘g’. Taking the same example, at 9 ‘g’ the weight would be 540 kg! At 9 ‘g’ even the 10 kg arm would be 90 kg and you would require extra powerful arms to lift your own arm! With the aircraft manoeuvring at higher ‘g’ forces, blood starts travelling downwards towards the lower parts of the body. If 5 to 6 ‘g’ is sustained for prolonged periods, due to lack of blood in the eyes, the peripheral vision starts reducing and the pilot starts seeing everything in a greyish shade. This is termed as Grey Out. If the high ‘g’ is sustained beyond this limit for prolonged periods, due to lack of blood in the eyes, with eyes fully open and being fully conscious, the pilot sees only black. This is termed as Black Out.

Beyond Black Out, if the high ‘g’ is sustained for prolonged periods, due to lack of blood in the brain, the pilot becomes unconscious. The scientific term for this is G-induced Loss of Consciousness or G-LOC. It is under conditions of G-LOC that pilots see their best dreams. Unlike dreams seen while sleeping, the dreams seen during G-LOC are always good dreams...nightmares or bad dreams are never seen. Fighter pilots are trained in high speed centrifuges to practice Anti-‘g’ Manoeuvres and avoid getting into G-LOC. These training sessions are video graphed and retained. During these training sessions many pilots experience Grey Out, Black Out and G-LOC. The videos of pilots experiencing G-LOC at centrifuges and subsequent debriefs have revealed that these dreams lasted for three seconds only! This also implies that most dreams experienced by us while sleeping that appear to be many minutes or hours long are just three seconds long! Are these not instances of Time Expansion?

The experiences explained above are under positive ‘g’ conditions when the weight increases. The opposite occurs under negative ‘g’ conditions. When a pilot experiences negative ‘g’, blood starts flowing upwards towards the head. When a pilot experiences prolonged minus 2 to minus 3 ‘g’, blood is flooded into the eyes and the pilot starts seeing Red. This is termed as Red Out. Human beings tolerance to negative ‘g’ is much less as compared to positive ‘g’ tolerance.

Fighter flying is dangerous by design and attitude...it involves multiple risks associated with high manoeuvrability at extremely high speeds. People consider formula one dangerous. The average speeds of Formula One cars is about 300 km/h. Fighter aircraft take off at this speed! Fighter aircraft routinely fly at triple that speed at 900 km/h and regularly fly at two times the speed of sound at about 2300-2400 km/h! Under such high speed situations pilots occasionally face sudden emergency situations. Loss of an engine in the air, collision with birds in the air, occurrence of fire on parts of the aircraft, sudden loss of controllability of the aircraft, ejection from an aircraft etc may comprise of sudden emergency situations. Many pilots experience shock at the moment of occurrence of such sudden life threatening emergency situations, especially in the initial stages of flying career. It is under these sudden life threatening emergency situations that pilots experience numbness with shock, Time Expansion and Time Contraction. Time passes very slowly. Five minutes is experienced as half an hour. Ten minutes is experienced as one hour. On the contrary, in Time Contraction, the pilot remains in shock as the clock ticks by.

When faced with some sudden life threatening emergency situations wherein death stares at your face, some pilots have experienced their whole life flashing in a split second in front of their eyes. It is like seeing your own life’s major events and major people known to you in cinematic screening mode flashing in front of your eyes in micro seconds.

There are many other extraordinary phenomena experienced during fighter flying. Once you get airborne and the wheels are retracted, one is overwhelmed with the feeling of raw power and seamless freedom (...there are no roads in the air!). The feeling of raw power with total control of a 40 ton muscular beast with 25 tons of engine power and tremendous firepower on your finger tips... what could be more filled with testosterone? It’s difficult to beat the sheer thrill of high speed flying with the earth’s surface zipping past you when flying very close to the surface of the earth. The unique feeling of loneliness and aloofness experienced when flying in a single cockpit fighter aircraft during moonless nights over the desolate desert. Spectacular views of Halo and Corona around the Sun and Moon during unique cloudy days and nights can be witnessed during flying.

When flying at the end of the troposphere at about 17-18 km height, the earth starts appearing round and the sky colour starts turning blackish. At this height, the high speeds are not appreciated as the earth moves past slowly and stronger sun rays hit you due to the rarified atmosphere. With most weather phenomena restricted to the lower troposphere, most fighter pilots are able to penetrate and fly above weather. Once above the weather, beautiful blue skies may be seen, totally removed from the earth covered under a blanket of clouds.

On today’s highly manoeuvrable fighter aircraft one could carry out manoeuvres previously considered impossible. Various aerobatic manoeuvres like Looping manoeuvres, rolling manoeuvres, flying inverted (...you hang on the straps), vertical climbs and dives are routinely practiced. Today advanced manoeuvres like Tail Slides (moving backwards), Yaw Turns (Turning on own axes like a helicopter), Somersault etc are also regularly practiced. Have you seen birds executing these manoeuvres?

Like any other profession, fighter flying has its own advantages and disadvantages. It is not easy to become a good fighter pilot, but it is not too difficult also. Only birds were designed to fly. Human beings are not birds. But today human beings are beating birds at their own game! As explained earlier, there are many ‘out of normal life’ phenomena that can be experienced during fighter flying only. It may not be wrong to summarise and say that ‘Fighter Flying is Different’! Do any of you still want to fly fighter aircraft....?

(Group Captain Mohonto Panging is a retired Fighter Pilot and has flown over 3300 Hours on various fighter aircraft like Sukhoi-30MKI, Jaguar, Hunter, Mig-29, Sea Harrier etc. He has the distinction of being the only person from North East India to Command a Sukhoi-30 Squadron. He has also been decorated with the Presidential Award - Vayu Sena Medal. )

Hooligans made to restore vandalized asset

ITANAGAR, Nov 8: Vandalism of public property is cause of concern for the law enforcing agencies of state. Some uncivilized people willfully damage or deface the public properties, some which are of high public utility. One such incident was reported from Yanman village under Khimyang circle of Changlang district, where six villagers ransacked the Anganwadi center of the village. Nevertheless, the persons were arrested on the basis of complaint lodged by PRI members of the village and a case was registered under section 447/427/506 IPC under Khimyang Police station.

On receipt of bail petition, the accused were granted bail on the condition that they will reconstruct the damaged Anganwadi center with equal size and equivalent materials within twenty days from the date of bail, along with other conditions relevant under various sections of law.

The villagers from Yanman, yesterday, informed that the Anganwadi OB Type has been finally reconstructed at the same location and in similar size. The villager suggested that concerned department should lock the building whenever it is not in use. They submitted photographs of the restored Anganwadi center centre to the district administration in support of their completion letter.

This is a kind of lesson for all the vandals prevailing in different sections of the society and a way has been shown by the Changlang District Administration, to solve the problems of vandalism without extra investment. (DIPRO)

Ruksin people cry for basic amenities

Correspondent

RUKSIN, Nov  8: So many elections have gone and leaderships changed, but the perennial problems of Ruksin area under Pasighat-West constituency remained unsolved. The area located at vulnerable inter-state border with Assam is still lagging far behind in terms of development, which is causing a great deal of dissatisfaction amongst the denizens here.

Basic amenities, including rural road connectivity, water supply, improved technologies in agriculture and allied sectors are still eluding the rural areas, while the educated unemployed are crying for income generation avenues.

Renovation of Mirem-Mikong-Jonai (MMJ)) road, development of Industrial Growth Centre at Niglok, construction of drains in Ruksin township, functioning of Gram Panchayat offices, improvement of health care service in Ruksin CHC are some major problems, which the elected leaders have miserably failed to deal with during the last two decades.

Establishment of a full pledged BDO office besides sub-divisional agriculture and horticulture offices, sub-treasury office, fire brigade and many other government offices at Ruksin HQ are long-pending public demand, which have fallen on deaf ears of the authority.

The senior citizens of the area have exclaimed that the successive state governments, despite repeated appeals, have not posted a full-fledged BDO in Ruksin, the most important sub-division in order to monitor the rural development. It is alleged that the local PRI leaders are not taking up the problems with the government and thereby showing an utter irresponsible role. Locals said that most elected PRI members are ignorant about their power and functions and showing an utter irresponsibility towards the burning problems.

Due to lack of a BDO, the rural development activities of the block have been looked after by either the Circle Officer or EAC posted in Ruksin. The district Rural Development department constructed RCC building meant for BDO’s office near Ruksin sub-divisional library two years back, but the building is yet to open. The Extension officer (Rural Engineer) along with four staffs including the field assistants is conducting their official works in the SDO’s office. At present, two families of junior staffs of the department are using the building as their residential quarters.

Officials said that no rural development work was conducted in the block for the last several months as the government has not granted fund against the proposed schemes. Mention may be made here that the state government had a proposal to create 48 posts of BDOs in the state and set up equal number of BDO offices in different districts.
